This book presents the experiences in Chile, Colombia, Ecuador, Brazil, Uruguay, Peru and Mexico, regarding the elaboration and implementation of National Human Rights Plans as a public policy tool recommended in the Second World Conference on Human Rights, held in Vienna in 1993. The texts gathered in this book account for the tensions and challenges when it comes to generating public policies on human rights that are inclusive and respond to parameters of effective and influential citizen participation.
